Complaint received

Complaint arrives via 311, online portal, or walk-in — automatically classified by type (barking, dog at large, aggressive, cruelty, stray) with location, animal description, and priority. Dispatched to officer's mobile device with route optimization.

The Complaint Intake Hub (spec 2.1) captures complaints from all channels in real-time. Complaint types are auto-classified with location geocoding for map-based dispatch. The mobile field app receives push notifications with complaint details, complainant information (or anonymous flag), and GPS navigation to the location. Priority-based assignment ensures urgent complaints (aggressive animal, cruelty) are dispatched immediately.

Arrive at location with complete enforcement history for the address and owner — prior complaints, warnings, tickets, and dangerous dog status. Document findings with GPS-stamped photos, notes, and witness statements directly on mobile device.

The Repeat Offender Engine (spec 2.6) surfaces the complete enforcement history per owner and address — including cross-referenced addresses if the owner has moved. Officers see prior complaints, investigation outcomes, warnings, tickets, dangerous dog designations, and compliance status. The mobile app captures GPS-stamped photos, investigation notes, witness contact information, and site conditions — all offline-capable with automatic sync.

Scan microchip for instant multi-registry lookup (AVID, HomeAgain, 24PetWatch, PetLink, AKC Reunite). Check licence status. Link animal to existing records. If unlicensed, initiate compliance action.

The Universal Microchip Lookup (spec 7.2) queries all major North American registries simultaneously from a single scan — returning owner information in under 8 seconds. The licence database cross-reference identifies whether the animal is licensed, expired, or unlicensed. Unlicensed encounters auto-generate compliance records. If the animal is licensed, the officer sees the complete pet profile including vaccination status, owner contact, and prior enforcement history.

Issue warning, order, or ticket based on findings and escalation history. Provincial Offence Act-compliant ticket generation from mobile device. Escalation tracking: warning → first offence → repeat offence → court action.

The Escalation Tracker (spec 2.3) determines the appropriate enforcement action based on offence type and history — ensuring consistent progression from warning to ticket to court. Provincial Offence Act-compliant tickets are generated directly from the mobile app with offence details, fine amount, and court date. Dangerous dog designation processes (spec 2.4) are initiated from the field when investigation warrants. Every enforcement action is logged with officer ID, GPS location, and timestamp.

All investigation evidence — photos, notes, witness statements, microchip results, enforcement actions — automatically compiled into the case record. Bite incidents trigger mandatory quarantine workflow with public health notification.

The investigation case record aggregates all field-captured evidence: GPS-stamped photos, investigation notes, witness contact information, microchip lookup results, and enforcement actions issued. Bite incidents (spec 2.5) automatically trigger the quarantine workflow — issuing a 10-day quarantine order, setting up daily monitoring checkpoints, and generating the mandatory public health unit notification. All evidence is court-ready with chain-of-custody metadata.
