Frequently Asked Questions
Answers to common questions from municipal treasurers, IT directors, tax clerks, and procurement officers evaluating Civic Property Tax for their municipality.
Civic Property Tax is delivered as a full source code licence — a perpetual software asset your municipality owns outright. This is not a SaaS subscription. You receive the complete source code, can deploy it on our managed Canadian cloud or your own infrastructure, and can modify or extend it without vendor approval. Optional managed hosting and annual support agreements are available separately.
Civic Property Tax is purpose-built for Ontario municipalities in the population range of 5,000 to 100,000+. The system handles the full complexity of Ontario property taxation — 9 property classes, MPAC assessment roll integration, multi-rate levy calculation, capping/clawback, supplementary/omitted billing, and tax sale proceedings under the Municipal Act. Both single-tier and lower-tier municipalities are supported.
Yes. Civic Property Tax is designed as a full replacement for aging Munisoft, Harris Innova, Diamond, and similar legacy municipal tax systems. It covers all standard tax administration functions — assessment roll management, levy calculation, billing, payment processing, certificates, tax sale, and reporting — plus modern capabilities like AI-powered delinquency scoring, a resident self-service portal, and GIS tax intelligence. Data migration tools support historical data transfer from these legacy platforms.
Yes, the municipality receives a full source code licence as a perpetual, irrevocable grant. Your IT team has complete access to inspect, modify, extend, and deploy the codebase. You can build custom integrations, adjust calculation logic, modify templates, or extend the API — all without vendor involvement or approval. The software becomes a permanent municipal asset.
Pricing is based on a one-time source code licence fee (scaled by municipality size / number of properties on the assessment roll) plus optional annual managed hosting and support. There are no per-user fees, no per-transaction fees, and no annual licence escalation clauses. Contact us for a municipality-specific quote based on your property count and deployment preferences.
