The Template Manager (spec 1.2) provides pre-built page templates for common municipal content types. Each template defines required and optional sections — a service page must have description, eligibility, how-to-apply, fees, and contact. The Block Editor (spec 1.1) offers 12 content block types, all WCAG 2.1 AA compliant by construction. Drag-and-drop ordering with responsive preview for desktop, tablet, and mobile.

AI-assisted content creation
Write content with AI-powered assistance — readability scoring (Grade 6–8 target), jargon detection with plain-language alternatives, grammar checking tuned for government communications, and auto-generated content summaries.
The AI Writing Assistant (spec 7.1) provides real-time readability scoring targeting Grade 6–8 per plain language guidelines. Jargon detection flags bureaucratic language and suggests plain-language alternatives. Tone consistency enforcement ensures professional, friendly, informative communication — not bureaucratic. Auto-generated content summaries help residents quickly assess page relevance.

Bilingual editing
Edit English and French versions side-by-side with AI translation assist providing draft translations. Translation status tracking ensures both language versions are complete before synchronized publication.
The Bilingual Editor (spec 1.3) provides side-by-side EN/FR editing with per-page translation status (draft, translated, review, published). AI Translation Engine (spec 7.4) generates draft French translations using translation memory and the municipal glossary for consistent terminology. Staff review and refine AI translations before publishing. Synchronized publishing ensures both language versions go live together.

The real-time accessibility checker validates every element before publication — alt text, heading hierarchy, colour contrast, link text, table structure, and language declarations. Critical issues block publication automatically.
The Content Accessibility Checker (spec 4.2) runs real-time validation as content is edited. Flags: missing alt text, empty headings, contrast violations, 'click here' link text, table structure problems, and language declarations. Critical issues block publication until resolved. The Accessible Template System (spec 4.1) ensures proper heading hierarchy (no skipping levels), colour contrast validation, keyboard navigation, and focus management for all interactive elements.
Approve
Workflow sign-off
Submit for department-level review and approval. The approval workflow tracks Draft → Review → Approve → Publish with revision history showing what changed between versions. Scheduled publishing after approval.
The Approval Workflow (spec 1.5) routes content through configurable review chains. Department-level approvers review content changes with a diff view showing exactly what was modified between versions. Approval decisions include notes for the content author. After approval, content can be published immediately or scheduled for a future date/time. Every approval action is logged with timestamp and reviewer identity.

Content goes live simultaneously in English and French. Built-in analytics track page views, engagement, and search performance. Content review cycle begins counting toward the configured review schedule.
Synchronized bilingual publishing (spec 1.3) ensures both EN/FR versions go live at the same moment. Built-in analytics (spec 6.2) begin tracking page views, unique visitors, bounce rate, and search queries leading to this page. The Content Review Engine (spec 1.7) sets the next review date based on the page's configured review schedule (6 months, annually, custom).
