Identify

Arrears scan

Automated scan of the property tax system identifies all properties with 2+ years of arrears per Municipal Act s.373. Exclusions applied for payment arrangements and legal holds. Eligible property list generated for treasurer review.

The Arrears Scanner (spec 1.1) queries the property tax database for properties with tax arrears spanning 2 or more full calendar years. The Exclusion Engine filters out properties with active payment arrangements, court orders, or other legal holds. The scan produces a comprehensive report showing roll number, property address, owner, arrears breakdown by year, total amount owing, and recommended action. The batch is submitted to the Treasurer Approval Workflow for authorization before any proceedings are initiated.

Register

Certificate filed

Tax arrears certificates generated per Municipal Act s.373(3) and registered against property titles at the Land Registry Office. Registration date starts the 1-year cancellation period and triggers all downstream statutory deadlines.

The Certificate Generator (spec 2.1) creates arrears certificates containing roll number, legal description, PIN, registered owner, total amount owing, and cancellation price — formatted per LRO requirements. Before registration, the Title Search Manager (spec 2.2) verifies ownership and identifies all registered encumbrancers (mortgagees, lien holders, judgment creditors). The certificate is submitted for registration via Teraview where available. The registration date automatically populates the Timeline Generator (spec 1.2) with all downstream statutory deadlines.

Notify

Statutory notices

Send and track statutory notices to all required parties — registered owner (initial, 6-month, 60-day), all encumbrancers, and spouses. Proof-of-service documented for every notice with delivery confirmation and alternative service tracking.

The Notice Distribution Engine (spec 3.1–3.3) generates and tracks notices for every required party. Owner notices are sent at three intervals (upon registration, 6-month reminder, 60-day final). Each encumbrancer receives individual notice with separate tracking. Spousal notice compliance per Family Law Act is verified. The Proof-of-Service Registry (spec 3.5) records method, date, delivery confirmation, and stores scanned postal receipts and affidavits. The Compliance Checklist confirms all requirements are met before the case can proceed to tender.

Process

Cancellation or tender

If the cancellation price is paid in full by any party (owner, mortgagee, or third party), process the cancellation and clear the title. If not cancelled within 1 year, prepare the property for public tender with minimum tender amount, bid packages, and advertisement.

The Cancellation Price Engine (spec 1.3) maintains a real-time price with daily interest accrual. The Payment Processor (spec 4.2) accepts full cancellation payment, applies it across arrears, penalties, interest, and costs, and triggers the Cancellation Certificate Generator (spec 4.3) to file with the LRO. If not cancelled, the Tender Package Builder (spec 5.1) prepares comprehensive bid packages, and the Advertisement Manager (spec 5.1) ensures newspaper and website publication meets statutory timing requirements.

Sell

Tender event

Manage the public tender: register bidders, accept sealed bids, open and record bids with witnesses, determine highest qualifying bid, award to highest bidder, collect remaining payment, and prepare the tax deed for LRO registration.

The Bidder Registry (spec 5.2) tracks registered bidders and bid deposits. The Bid Opening Manager records each bid with bidder name, amount, and deposit — determining the highest qualifying bid exceeding the minimum tender. Witness names and signatures are recorded. The Deposit Tracker (spec 5.3) manages returns to unsuccessful bidders and forfeiture for defaulting winners. The Deed & Registration Engine (spec 5.5) prepares the tax deed and registers it at the LRO, notifying the former owner, encumbrancers, and purchaser.

Archive & report

Distribute surplus to former owner and encumbrancers per statutory requirements. Generate final case report with complete timeline, proof of service, and financial summary. Archive case file for audit and legal reference.

The Surplus Calculator (spec 6.1) determines the surplus (sale price minus cancellation price) and the Distribution Engine (spec 6.2) allocates it: encumbrancer claims in priority order, then former owner per Municipal Act s.380. The Cost Tracker (spec 6.3) closes out all case expenses with cost recovery from proceeds. The Case Report Generator (spec 6.4) produces the final report — complete timeline, all notices with proof of service, financial summary, and disposition outcome. The Archival Engine stores the complete case file for long-term access.
